Stop Smog Check II
Tell our elected officials that you’re not going to vote for
them if they supported Smog Check II!
It is too late to stop Smog Check II this year, since the
Legislature has adjourned after killing a last-minute bill that would have
stopped this fraudulent program and given us the old BAR90 Smog Check program
that was effective in reducing pollution.
These and other enemies of your car and the environment
must be held to atone for their actions and inaction in
relation to the program. You can do this by supporting, campaigning for, and
voting for their opponents this November!
What’s wrong with Smog Check II

The standards are twice as strict as what the U.S. EPA
requires, and the Gross Polluter standards are below what is passing in
most other states
-
It is a grossly intrusive program that increases the cost
of testing and repair for the consumer, virtually insuring that fewer
owners will fix their cars than under the old smog check system (known as
the BAR 90 test).

Those in charge of administering the test act like fraud
artists. They have been accused of excluding many cars from their biannual
tests when the heat was on them.

More recently they have been accused of changing the
failure cutoff so that fewer people would fail, again when the heat was
on.

At last report, they have been seen trying to undermine
the efforts of all of you who demanded that you be allowed to get a
“pretest” before your car was tested and the results sent to their
Sacramento computers. Some people have been receiving smog check notices
that say “no pretest allowed”.

The program is responsible for a billion dollars of waste,
according to Dr. Bill Wattenburg.

What you can do:

Do not vote for anyone who has
supported Smog Check II anytime during their time in the Legislature!

Put a sign in your home’s window, your car’s or truck’s
window, on your lawn, or in your business’ window that says “Thank you
Senator/Assemblyman ____, for giving us Smog Check II. And you expect our
vote in November? You’ve got to be kidding. I’ll vote for any other

Successes

SB 1754
- This bill mandates that you be allowed to have your car pre-tested, before
it is hooked up to the state computer. The bill has passed the Senate and
Assembly, and is now awaiting the Pete Wilson’s signature. The legislators are
so scared about pissing you off that none of them voted against this bill
anywhere along the process, including the committees.
Good Bills
- AB 2795
- Would have repealed Smog Check II upon passage of the Legislature and
signing by the Governor. Passed in the Senate, failed in the Assembly, and
Governor Pete Wilson promised to veto the bill should it reach his desk.

SCA 20
- Would have placed a repeal of Smog Check II on the California State
ballot, for approval or rejection by the voters. It died in committee.

- Would have repealed Smog Check II upon passage of the Legislature and
signing by the Governor.
